    She is the daughter of Remus Carr and Velma Lee. She is The fifth out of thirteen children, Waters was raised by her single mother once her father left the family when Maxine was two. She attended Vashon High School in St. Louis, Missouri and graduated before her family made the move in 1961 to Los Angeles, California. Working first at a garment factory and then as a telephone operator, she was then hired to be an assistant with the Head Start program at Watts in 1966. Maxine later decided to enroll at California State University where she eventually graduated with a bachelor’s degree in Sociology.

    he began her work as a chief deputy to City Councilman David S. Cunningham, Jr. in 1973 and eventually, she entered the California State Assembly in 1976.

    She received 79% of the popular vote to get elected to the United States House of Representatives for California’s 29th congressional district. From 1997 to 1998, she served as chair of the Congressional Black Caucus. In addition, she garnered more fame after she criticized President Barack Obama in August 2011 and again in October 2011.

    Furthermore, Waters praised Fidel Castro’s moves towards democracy and has visited Cuba a number of times. She also has an ongoing feud with President Donald Trump. She criticized U.S. involvement and opposed the 2004 coup d’état in Haiti. Additionally, she also voted against the Iraq War Resolution.

    She has been married twice in her life. The first time was to Edward Waters in 1956, a while after she was done with high school. The union with Edward was blessed with two children, a boy, and a girl, Edward and Karen Waters. They spent over fifteen years together as a couple but were divorced in 1972. In the years that followed her divorce, Waters was silent relationship wise but she soon met Sid Williams. Williams is a former NFL linebacker who had played for the teams like the Baltimore Colts, Cleveland Browns, Washington Redskins and Pittsburgh Steelers. He was also once the US Ambassador to the Commonwealth of the Bahamas. It was rumored in 2017 that Maxine intended to divorce Sid on the grounds of unfaithfulness but when posed with the question, Williams denied the allegations. The couple has remained married but has no children together.

    She is the U.S. Representative for California's 43rd congressional district since 2013. A member of the Democratic Party, Waters is currently in her 15th term in the House, having served since 1991. She previously represented the state's 29th district (1991–1993) and 35th district (1993–2013). She is the most senior of the twelve black women currently serving in Congress; she chaired the Congressional Black Caucus from 1997 to 1999.

    She has received the Bruce F. Vento Award from the National Law Center on Homelessness & Poverty. Additionally, she is also a proud recipient of Candace Award, National Coalition of 100 Black Women.
